Birth defects are structural or functional abnormalities present at birth that can cause physical disability, intellectual and developmental disability and other health problems in children. Every year in the US, there are approximately 4,580 infant deaths due to birth defects or congenital anomalies, and about 1 in every 33 infants born has a major birth defect. The Centers for Disease Control and Prevention rank infant deaths due to birth defect as the number one cause of infant deaths annually. This presentation will discuss the most common congenital anomalies, steps for evaluation and prevention of possible anomalies, and tips for effective review including family history, chart review, and risk of recurrence.

Infant Mental Health (IMH) is the study of mental health as it applies to infants, toddlers, and their families. The field investigates optimal social and emotional development of infants and their families in the first three years of life. Understanding infant mental health is the key to preventing and treating the mental health problems of very young children and their families. This webinar aims to assist fatality review personnel in exploring when a referral to an IMH provider is needed and what services an IMH provider can offer a family. CDR and FIMR personnel will be equipped to find solutions and resources for families following the death of a child, including the surviving children’s emotional and social growth and development.

Social determinants of health are conditions in the environments in which people are born, live, learn, work, play, worship, and age that affect a wide range of health, functioning, and quality-of-life outcomes and risks. Child Death Review (CDR) and Fetal and Infant Mortality Review (FIMR) programs work to understand health care systems and social problems that contribute to fetal, infant, and child deaths and to identify and implement systems improvement and interventions to improve the lives of some of our most vulnerable women, infants, children, and families. Keeping a Social Determinants of Health lens while conducting fatality review is a step toward reducing inequities in these vital health outcomes.

Presented: June 8, 2021

This webinar explores Fetal and Infant Mortality Review (FIMR) and the Perinatal Periods of Risk (PPOR). The discussion is focused on effective structures, processes, and best practices for integrating them. The webinar discusses commonalities, strengths, and limitations of each approach. FIMR, with it’s in depth case review and inclusion of parental/family interviews, brings both qualitative and quantitative information to groups with emphasis on community-level details and the big picture. The PPOR approach brings a complete view of excess infant mortality and the entire population at risk for infant or fetal death. Both processes involve community collaborators from multiple sectors and consider systems changes rather than specific individual behaviors or medical decisions. Community presenters will share stories of how FIMR and PPOR methodologies informed their decision making, processes, and outcomes.

Emergencies such as natural disasters, pandemic diseases, and disasters of human origin disrupt daily life for everyone, but pregnant persons are particularly affected due to unique health concerns that may not be adequately addressed in disasters and public health crises. The primary strategies to combat COVID-19, physical distancing and stay-at-home orders, may be placing victims and survivors of domestic violence at even greater risk.
